The Reluctant Paladin has a very interesting post you need to read. Basically, he responds to a call about a dog that turned on its owner, and how he as the Animal Control officer took charge and took care of the situation. He makes several very salient points in the post:
1. Fear draws aggression. It's true with animals, it's true with predators. "Give them what they want" is fucking horrible advice.
2. Relying on a dog, unless it has been specifically trained as a guard dog, is a bad idea. Kinda like buying a gun and never shooting it, really. If you don't know how to use the tool, it's useless.
3. All pepper spray did was to make the situation worse. Not saying that's a reason to not carry it, but it is something to be aware of if you carry spray or other less than lethal options. They might not work, and you should always be prepared for the next level.

Don't forget Paladin's "Girl Friday" series.
"Girl Friday" is the best thing on teh Internetz.
Watch the show "Dog Wisperer" to see how it should be done. I have tried Ceaser's methods with a friend's dogs - Great Snauzers" - really large and aggressive animals - and it works. Standing still and ignoring them calms them and maintaining tight leash-control over them when walking them does the same.
In other words project yourself as the "alpha" animal.
