Yes, that is a genuine Cold War era fallout shelter sign.
I was trying to figure out where or how to offer this unique prize, when I was contacted by Kevin over at Gallery of Guns. They had a prize they wanted to donate as well:

Heh. When I was a kid one of my friends claimed that because the Post Office had one of those signs on it, it could withstand a direct hit from an atomic bomb.
I should try to win the sign and test that theory.
Careful. That's the sort of comment that will get the Federal Government to come knocking on your door to ask: "Where have you been hiding your atomic bombs?"
